The draft Regulation is to amend the Regulation on events (P-6) "to prohibit the wearing of hoods and use other means to hide the face, except for valid reasons, at public events ".

Yvan Delorme, Director of the Police Department of the City of Montreal (SPVM), emphasizes the preventive nature of this provision that would allow police to "act upstream of disorganization gestures".
