Various differing interpretations of this verse exist, according to the meaning given to the word Zaraba, radical ZRB which has several meanings. The most common interpretation is "hit them gently." However, according to Ibn Kathir in his Tafsir, when the wife does not fulfill his marital duties, and that manifests itself in insubordination, it is for her husband to try to be guided by reason, and to leave her alone in the marital bed, and third stage of surrender completely.
